On May 26, 2025, the Indonesian government officially launched the Electricity Supply Business Plan (RUPTL) 2025–2034. The policy claims to support the country’s Net Zero Emission (NZE) target with renewable energy projected to comprise 34.3% of the primary energy mix by 2034.
While the target sounds promising, from a youth and intergenerational climate justice perspective, the policy still leaves significant concerns unaddressed. Climate Rangers Jakarta has identified three critical issues in the newly released RUPTL:
- Coal is still on the table.
The plan allows for the development of 6.3 GW of new coal-fired power plants until 2034. This undermines the right of future generations to a healthy and sustainable environment. - Lack of justice safeguards in renewable energy development. Although large-scale renewable energy projects dominate the plan, there are no safeguards to ensure justice principles, especially for young people.
- Youth participation is absent. The document does not explicitly mention youth participation in its implementation. This risks overlooking a critical opportunity to ensure a just energy transition.
As young people, we urge decision-makers to integrate intergenerational climate justice in every stage of energy planning, from policy design to implementation.
